Jury's beloved shows up, and the Black Rose necromancers use her as a zombie Duellist.

Jury pines for Takatsuki Shiori, the girl who stole Jury's boyfriend as described in Episode 7. Then, while Jury is practicing with the fencing team, Shiori shows up. She meets Utena and Himemiya and gets acquainted with them, telling how for a long time she was going to another school, but now she's transferred back to this one. Down in the basement of Nemuro Hall, there's an orange rose (like the ones that featured in Episode 7) growing in the tank; Mikage and Mamiya comment that the rose has a natural parasitic enemy, and they'll use the parasite's poison to turn this rose to their advantage.
The student council meets (Nanami acting for Touga, who is still moping) and they grill Miki on what happened in Episode 15. He doesn't remember anything, so they don't get anywhere. Nanami asks him "How did it feel?" and when he asks, "How did *what* feel?" she says "You know..." and he blushes deeply. Jury leaves the meeting with Shiori on her mind, runs into her, and they talk briefly. Shiori tries to apologise for the incident with the boy, but Jury tells her brusquely that she never loved the boy anyway, so there are no hard feelings, and that's all she has to say. Shiori demands to know whose picture is in the locket, and Jury doesn't answer. Utena sees them talking and urges Jury to forgive Shiori; Jury tells her to keep her nose out of it because she doesn't have a clue.
Jury throws the locket into the pond, and Mamiya plucks the rose. Somehow the locket appears in Shiori's room. We're encouraged to believe that a bird fished it out of the water and dropped it there. She looks inside, sees her own picture, and takes a Black Rose interview, during which she rants about her hatred of Jury. Then it's a repeat of episodes 14 and 15 - Shiori pulls a sword from Jury's bosom, duels Utena (in an arena containing a hundred desks, with a bird like the one that apparently retrieved the locket on a perch on each one), and loses.

i think i know how Shiori got Juri's locket: Mikage puts it into her vase of roses, roses the same colour from Ep 7. the bird, however, was previously seen in the episode. when Shiori asks Juri to forgive her, a bird (like the one seen later in the dueling arena) flies into the window. after Juri says she never loved that boy and she has no hard feeling against Shiori, Shiori looks down to see the bird has broken it's neck and died.
